شهروند آتنی با نام های اولپیدس و پیستتاروس از زندگی در آتن به ستوه آمدند. این دو آتنی به نزد اپوپس می‌روند و طرح تاسیس جامعه‌ای را ارائه می‌کنند. اپوپس پیشنهادهایی می‌دهد که توسط اولپیدوس رد می‌شود. عاقبت اپوپس به آنها پیشنهاد زندگی با پرندگان را می‌دهد. پیستتاروس که تا کنون ساکت بوده از حکومت پرندگان بر دنیا صحبت می‌کند.
